1997年に中国が取得したProject 1143「ミンスク」を大幅改修した近代化空母。艦は徹底的なモダナイゼーションを受け、兵装の大半が更新され、新型の垂直発射システム（VLS）も追加された。飛行甲板は限定的ながら、通常離着艦機による航空隊の運用が可能で、さらにVTOLのようなコンセプト段階の垂直離着陸攻撃機を組み合わせた独自の航空運用構想も特徴とする。旧世代空母を現代戦に適応させた、実験色の強い一隻である。
