1997년 중국이 구매한 Project 1143 민스크 항공모함을 전면 개수한 버전이다. 함선은 대규모 현대화를 거쳤으며, 신형 수직발사체계 추가를 포함해 대부분의 무장이 업그레이드되었다. 비행 갑판 면적은 제한적이지만, 일반 고정익 항공기 편대와 함께 VTOL과 같은 개념형 수직이착륙 공격기를 운용할 수 있다.
