Sovetsky Soyuz was the lead ship of the Sovetsky Soyuz-class (Project 23), designed for the Soviet Navy in response to the German Bismarck-class battleships. It was laid down in 1938, but construction was halted after the German invasion in 1941 and the hull was ordered scrapped in 1948, about 21 percent complete. The ship was never built, and the game depicts the configuration it would have had if completed.
