In the 1990s, negotiations were held to purchase an unfinished ship of this class as a platform for installing experimental weapons. However, in the end, the Project 956 Sovremenny ship was purchased instead.

The concept of Chinese modernized Slava-class cruiser is inspired the unfinished Slava-class cruiser Ukraina. The ship was laid down in 1984 but never completed due to the collapse of the Soviet Union. In 1990s and 2000s, China and India reportedly expressed interest in purchasing the Ukraina, but the ship was never sold. It currently lies in a shipyard in Mykolaiv, Ukraine, and is in a state of disrepair. The design in the game is a fictional modernization of the ship.
